Grain SA personnel and executive members represent producers at various industry forum affecting the wheat industry, including the Wheat Forum, Wheat Steering- and JSE Advisory committee. GSA also represents grain producers at the Agriculture- and Agro-processing Master Plan (AAMP) committee.

Breeding And Technology Levy For Wheat

  • Many new, higher yielding cultivars has been commercialised since the inspection of the levy.
  • Relaxation of the cultivar release criteria norms to increase yields & shorten the release period of varieties.
  • Exploring the potential of higher-yielding white wheat cultivars in South Africa.
  • Putting in place a statutory levy to advance wheat research.

International Trade

  • Import Tariffs – protect farmers against wheat imports from subsidized countries.
  • Import Quotas – ensure wheat imported under quotas are distributed fairly.

Market Transparency

  • Approval for reporting of import and export intentions, 8-week prior to shipment of wheat, ensuring more market transparency of factors that affect supply and demand.
  • Advising of the development of the basis futures market for grains in South Africa.
  • Coordinating falling number to increase transparency in evaluation methodologies.

Functioning Of The Local Market

  • Continuous improvement of the location differential system.
  • Develop, together with academia, an alternative differential system that is currently being tested on soybeans for a trial period until the 2026/2027 marketing year.
  • Ensuring transparency of the cash market through more accurate information regarding the physical movement of wheat.
  • More favourable wheat grade differentials between B1, B2 and B3.
  • Implementing a foreign discount for imported wheat delivered on SAFEX.
  • Efficient functioning and implementation of the wheat import tariff, both in terms of the basis reference price and announcement methodology.
  • Coordinating with key off takers to enhance local production against excessive imports.
